The modern global system becomes more uncertain and less stable and is characterized by the term of “predictable unpredictability” [6]. In the modern conditions of global instability, the most important factor of sustainable development of both the world economic system and individual regions is formation and development of strategies of social and economic development that are the basis for stable growth. Researches of scientists from different countries, for instance, J. Sachs [4] and J. Tomlinson [5] are devoted to the interrelation of social and economic factors of strategic development.
